Ukraine has received classified blueprints for British-made components of the SCALP cruise missile from the United Kingdom, giving it the intellectual property and permissions to manufacture the weapon domestically. France had previously granted Ukraine a production license for the Franco-British Storm Shadow variant in July. U.K. Prime Minister Andy Burnham announced the decision during his first visit to Kyiv, reinforcing the two countries’ military ties and a 100-year bilateral partnership signed in 2025.
Despite the strategic move, Ukraine is unlikely to produce Storm Shadows at scale soon. The country lacks the specialized, high-precision manufacturing equipment required, compounded by ongoing wartime constraints. The blueprints cover only British-made parts, meaning Ukraine would still depend on French components for a fully domestic build.
The transfer underscores Ukraine’s broader push to diversify defense production beyond its borders, including a recent agreement with Denmark to host Ukrainian missile fuel production in a NATO-first initiative.
